<p>We&#8217;re constantly bombarded by lenders to refinance our mortgage under a variety of programs. The volume of offers can almost make you numb to the rational consideration.</p>
<p>There are common rules of thumbs that homeowners and agents use such as not refinancing more often than every two years or there must be at least 2% savings from your previous mortgage rate may not always be accurate.</p>
<p>The reality is that if you can refinance for a lower rate and you&#8217;ll be in the home long enough to recapture the cost of refinancing, it should be considered. The costs of previous refinancing that haven&#8217;t been recaptured by monthly savings may need to be added to the costs of the new refinance.</p>
<p>Take a look at the chart that shows the average rates according to Freddie Mac for 2012. They are lower <a href="http://www.freddiemac.com/pmms/index.html?intcmp=CWS-HP">today</a> than they were in January of 2012 and for the ten years before that.</p>

<p>Now that Harlem has improved, <em>The Real Deal</em> reported <a href="http://therealdeal.com/blog/2012/06/11/edc-seeks-ideas-for-prime-harlem-site/" target="_blank">the city is seeking proposals for a gas station</a>on a site it once owned yet was all too quick to give away in the neighborhood’s down years three decades ago. But the entrepreneur who took over the property filed a suit in Manhattan Supreme Court to block the Economic Development Corp’s plans, the New York Post reported.</p>
<p>“They didn’t want it when it was in such terrible disarray over there, and now that things are good, they want to take it and do something different with it,” Carmie Elmore, who owns the BP station at the site told the Post. “I understand what they want, but I know it’s not right, and I know it’s not fair, and that’s why we’re fighting it.”</p>
<p>Elmore and business partners took over the site, at 2040 Frederick Douglass Boulevard, in 1981. Fifteen years later they purchased it for $1 million under an agreement that gave the city the right to repurchase the land. But the Post said that provision expired in 2008. <p>The city’s Law Department is reviewing the suit and said only that it “strongly disputes” Elmore’s claims. <p>New York&#8217;s &#8220;Queen of Soul Food,&#8221; Sylvia Woods, owner of Sylvia&#8217;s restaurant in Harlem, has died at the age of 86, the<em><a href="http://www.nydailynews.com/blogs/dailypolitics/2012/07/pols-mourn-queen-of-soul-food-sylvia-woods" target="_blank">New York Daily News</a></em> and other news media report.</p>
<p>Politicians sang praises of the restaurant owner whose collard greens and fried chicken helped bring tourists to Harlem and fed the likes of Bill Clinton, according to the <em>News</em>.</p>
<p>The <em>News</em> hailed Woods, who died in Mount Vernon, N.Y., as an &#8220;ambitious and charismatic beautician from South Carolina&#8221; who, in 1962, bought the 35-seat luncheonette where she had worked as a waitress. She built up the restaurant to become a New York City landmark that was a regular stop of tour buses and drew long lines of hungry crowds.</p>
<p>The Twitterverse crackled with words of condolence after Woods&#8217; death.</p>
<p>Mayor Michael Bloomberg <a href="https://twitter.com/MikeBloomberg" target="_blank">tweeted</a>, &#8220;NYC will never forget the Queen of Soul Food.&#8221;</p>
<p>U.S. Rep. Charles Rangel, a Democrat and longtime congressman from Harlem, <a href="https://twitter.com/cbrangel" target="_blank">tweeted</a> &#8220;RIP&#8221; to &#8220;my friend and founder of world famous Sylvia&#8217;s soul food.&#8221;</p>
